Der 45-Jährige wollte soll am Dienstagmorgen in Hürth bei Köln versucht haben, ein 15-jähriges Mädchen auf dem Weg zur Schule zu vergewaltigen, wie die „Bild“ berichtet.

Mit Sturmhaube auf dem Kopf, Socken über den Händen und einem Messer in der Hand habe er sich über die Schülerin hergemacht. Doch er wurde gestört – von einem 33-Jährigen.
Die Freundin des 33-Jährigen habe laut „Bild“ Schreie von draußen gehört. Der Mann lief nach draußen und entdeckte den vermummten Mann. „Hey, was machst du da? Lass die Frau in Ruhe“, schrie der 33-Jährige.
Er lief dem Täter hinterher, konnte ihn zu Fall bringen. Doch der Mann flüchtete. Erst ein anderer Passant konnte den 45-Jährigen überwältigen und der Polizei übergeben.
Das 15-jährige Opfer wurde mit Schnittverletzungen an der Hand in eine Klinik eingewiesen.

Acht Jahre später würgte Münster eine Prostituierte bis zur Bewusstlosigkeit. Für die Delikte wurde er 2010 zu sechseinhalb Jahren Haft verurteilt. Nun soll er wieder zugeschlagen haben.

Im Jahr 2010 wurde der deutsche Schauspieler, der bereits an der Seite von Moritz Bleibtreu, Florian Lukas oder Nicolette Krebitz spielte, verurteilt.
Neun Jahre zuvor vergewaltigte er eine 18-Jährige und deren Mutter. Außerdem würgte er eine Prostituierte bis zur Bewusstlosigkeit. Während beider Taten war er im Kokain-Rausch. Ihm wurde eine verminderte Schuldfähigkeit zugesprochen.
Kurz nach seiner Haftentlassung soll M. nun erneut zugeschlagen haben. Wie Bild berichtet, soll er am Dienstagmorgen gegen 7 Uhr versucht haben, eine 15-Jährige neben einem Spielplatz in Hürth bei Köln zu vergewaltigen.
Nur das beherzte Eingreifen zweier Zeugen soll das Verbrechen verhindert haben. Eine Frau habe von ihrem Haus aus Schreie gehört: "Hilfe, Vergewaltigung!" Sie habe ihrem Freund Bescheid gegeben. Dieser sei sofort zum Spielplatz gerannt und habe einen vermummten Mann mit einem Messer erwischt, der eine Jugendliche festhielt. Als er diesen anschrie, soll der Täter versucht haben zu fliehen. Der 37-Jährige soll ihn daraufhin zu Boden gerissen und sich auf ihn gesetzt haben. "Erst als er anfing zu röcheln, ließ ich ihn aufstehen", berichtete er. Daraufhin soll der Täter erneut versucht haben zu flüchten, bis er von einem weiteren Passanten zu Fall gebracht worden sein soll.
Daraufhin soll er der Polizei übergeben worden sein. Laut Bild ist sich der Staatsanwalt sicher, dass es sich bei dem Mann um Sebastian M. handele: "Wir beantragen Haftbefehl wegen besonders schwerer versuchter Vergewaltigung."

سمندری طوفان ’’وردھا‘‘ بھارتی شہر چنئی کے ساحل سے ٹکرا گیا
نئی دلی: سمندری طوفان وردھا بھارت کے شہر چنئی کے ساحل سے ٹکرا گیا جب کہ بڑے پیمانے پر تباہی کے خدشے کے پیش نظر ساحلی علاقے کو خالی کرا لیا گیا ہے۔
بھارتی میڈیا کے مطابق سمندری طوفان وردھا ساحلی شہر چنئی سے ٹکرا گیا ہے جس کے بعد ساحلی شہر میں 150 کلو میٹر فی گھنٹہ کی رفتار سے ہوائیں چلنا شروع ہوگئیں، شہر میں موسلا دھار بارشوں اور سمندری ہواؤں نے نظام زندگی مفلوج کردیا ہے جب کہ کئی درخت اور بجلی کے پولز بھی اکھڑ گئے ہیں۔ نشیبی علاقوں میں رہائش پزیر 10 ہزار سے زائد افراد کو محفوظ مقامات پر منتقل کر دیاگیا ہے۔ طوفانی ہواؤں کے باعث چنئی ائیرپورٹ پر فلائٹ آپریشنز معطل کر کے ایئرپورٹ پر آنے والی پروازوں کا رخ دوسرے شہروں کی جانب موڑ دیا گیا ہے۔
سمندری طوفان کے خدشے کے باعث ریاست آندھرا پردیش اور تامل ناڈو میں بھی ہائی الرٹ جاری کردیا گیا ہے۔
بھارتی میڈیا کے مطابق سمندری طوفان وردھا ساحلی شہر چنئی سے ٹکرا گیا ہے جس کے بعد ساحلی شہر میں 150 کلو میٹر فی گھنٹہ کی رفتار سے ہوائیں چلنا شروع ہوگئیں، شہر میں موسلا دھار بارشوں اور سمندری ہواؤں نے نظام زندگی مفلوج کردیا ہے جب کہ کئی درخت اور بجلی کے پولز بھی اکھڑ گئے ہیں۔ نشیبی علاقوں میں رہائش پزیر 10 ہزار سے زائد افراد کو محفوظ مقامات پر منتقل کر دیاگیا ہے۔ طوفانی ہواؤں کے باعث چنئی ائیرپورٹ پر فلائٹ آپریشنز معطل کر کے ایئرپورٹ پر آنے والی پروازوں کا رخ دوسرے شہروں کی جانب موڑ دیا گیا ہے۔

واشنگٹن: نو منتخب امریکی صدر ڈونلڈ ٹرمپ نے 37 سال پرانی امریکی پالیسی پر نظرثانی کا عندیہ دیتے ہوئے کہا ہے کہ امریکا ون چائنہ پالیسی پر نظر ثانی کرسکتا ہے۔
امریکی ٹی وی کو انٹرویو میں نو منتخب امریکی صدر ڈونلڈ ٹرمپ کا کہنا تھا کہ ون چائنہ پالیسی پر عمل پیرا ہونے کی وجہ مجھے سمجھ نہیں آتی ہے تاہم اگر چین کی جانب سے تجارت میں رعایت دی جائے تو اس بارے میں سوچا جاسکتا ہے۔ ان کاکہنا تھا کہ شمالی کوریا اور کرنسی جیسے معاملات پر بھی چین ہمارے ساتھ تعاون نہیں کررہا۔
ٹرمپ نے کہا کہ وہ صداراتی مہم کے دوران سائبر حملوں کا جائزہ لینے کے لیے صدر اوباما کے حکم کی مخالفت نہیں کرتے لیکن امریکی انتخابات میں روسی ہیکروں کی جانب سے ان کی مدد کا دعویٰ بے بنیاد اور حقیقت سے بہت دور ہے، وہ اس پر یقین نہیں کرتے کیونکہ اس بارے میں سی آئی اے کے موقف میں بہت تضاد ہے۔

غیرملکی خبررساں ادارے کے مطابق قطر کے وزیرمحنت عیسیٰ بن سعد الجفالی النومی نے اعلان کیا ہے کہ آج سے ملک میں کفیل نظام ختم ہوجائے گا جس کی جگہ نیا نظام نافذ العمل ہوگا جس کے تحت کسی بھی کمپنی کو ملازم سے کنٹریکٹ کرنا ہوگا اور نئے نظام سے ملک میں موجود 21 لاکھ سے زائد غیرملکی ملازمین استفادہ کریں گے۔ انہوں نے کہا کہ نیا قانون غیرملکی ملازمین کے حقوق کے تحفظ کے لئے اہم پیش رفت ہے جب کہ کفیل نظام کے متبادل معاہدے کا نظام ملازمین کے حقوق کو تحفظ فراہم کرنے کے علاوہ ملازمتوں میں نرمی بھی لائے گا۔
قطری حکام کے مطابق نئے قانون کے تحت ملازمین باآسانی ایک ملازمت سے دوسری ملازمت تک رسائی حاصل کرسکیں گے اور ملازم کے ساتھ ناانصافی ہونے کی صورت میں اسے دوسری ملازمت حاصل کرنے کا حق حاصل ہوگا۔ حکام کا کہنا ہے کہ کفالا نظام ختم ہونے کے باوجود کسی ملازم کو ملک چھوڑنے سے پہلے اپنے آجر( ملازمت دینے والے) سے اجازت لینا ہوگی جب کہ اس حوالے سے اپیل کمیٹی تشکیل دی جائے گی جو ملازمت چھوڑ کر اپنے ملک جانے کے خواہشمند افراد کا معاملہ سنے گی۔
حکام کے مطابق ایسے مالک جو ملازمین کا پاسپورٹ ضبط کرتے ہیں انہیں نئے قانون کے تحت 10 ہزار سے 25 ہزار ریال تک جرمانے کا سامنا کرنا پڑے گا جب کہ گزشتہ سال آجروں کے خلاف 6 ہزار سے زائد شکایات موصول ہوئی تھیں کہ انہوں نے اپنے ملازمین کے پاسپورٹ ضبط کر لئے ہیں۔

Flight from Texas to Germany diverted after bomb threat

A Lufthansa flight headed to Germany from Texas was diverted to a New York City airport on Monday, following a bomb threat called in to the airline's headquarters, officials said.
Flight 441 destined for Frankfurt from Houston landed safely and was taken to a remote area of John F. Kennedy International Airport around 8:30 p.m., said Steve Coleman, a spokesman of the Port Authority of New York and New Jersey.
All passengers had left the airplane and were put up at hotels, while authorities searched the plane, a Lufthansa spokesman said on Tuesday morning in Germany.
He neither confirmed nor denied receipt of a bomb threat, adding that he did not have enough information.
Once the search is complete, the plane will be flown back to Germany without passengers, said the Lufthansa spokesman, Joerg Waber.
Operations at the New York City airport had not been affected by the incident, said Coleman, the Port Authority spokesman.

Last month Trump said he would hold a news conference on Thursday to spell out how he would separate himself "in total" from his worldwide business holdings.
"The announcement will be in January," Trump spokesman Sean Spicer said on Monday, without giving any reason. The Republican president-elect has not held a news conference since winning the Nov. 8 election.
After Trump's victory, his company, the Trump Organization, said it was looking at new business structures with the goal of transferring control to Donald Trump Jr., Ivanka Trump and Eric Trump, three of his children who are involved with the company.
In a series of messages on social network Twitter, Trump said he would leave his businesses before taking office on Jan. 20, to focus on the presidency.
"Two of my children, Don and Eric, plus executives, will manage them," Trump tweeted late on Monday. "No new deals will be done during my term(s) in office."

British commuters face worst rail strike in decades

LONDON: Hundreds of thousands of British commuters faced travel chaos Tuesday as train drivers went on strike in what is expected to be the worst rail disruption in decades.
Southern Rail, which runs trains between England's south coast and London, warned of severe disruption as it cancelled all of its 2,284 services after workers launched three days of industrial action.
Around 1,000 drivers are involved in the strike which will affect around 300,000 passengers, including those travelling to London's Gatwick airport.
A 48-hour walkout began at midnight Monday with a further 24-hour strike planned for Friday and another six days of action in January.
The long-running dispute centres on plans for "driver-only operated trains" which mean guards would no longer be required to open and close train doors.
Union leaders have raised concerns about safety and possible job losses, although the rail company has said staffing levels will not be affected.
Passengers on routes from Brighton and other key commuter towns in southern England have already faced months of disruption to services in a series of walkouts that began in April.
The latest strike comes after the train operator's owners, Govia Thameslink Railway, lost a legal bid to halt the action.
The shutdown is expected to cause the worst disruption on Britain's railways since a series of strikes by signal workers in 1994.
Southern Rail said it was "sincerely sorry" that trains were at a standstill.
"These strikes are wholly unjustified and we must find a way forward," a company spokesman said, adding that it had invited union bosses to talks aimed at resolving the dispute.
Mick Whelan, general secretary of the train drivers' union Aslef, said the union was prepared to negotiate but added: "It's up to the company, and the government, to be flexible and end the misery of commuters."
Britain's transport minister Chris Grayling called it a "completely futile, pointless strike".
He told BBC's Radio 4 that he did not agree with the action but: "I don't have the power to order people back to work. This is a lawful strike."
The rail walkout comes after Post Office workers also voted Monday to strike in a row over job cuts, closures and pensions.
The five days of strikes next week by members of the Communication Workers Union will hit postal services during their busiest period in the run up to Christmas.
Syrian army, Iraqi militia reportedly killing Aleppo civilians: UN

The United Nations said on Tuesday it had reports that Syrian government troops and allied Iraqi militias had killed civilians in eastern Aleppo, including 82 people in four different neighborhoods in the last few days.
The Syrian army and its allies have taken full control over all the Aleppo districts abandoned by rebels during their retreat in the city, a Syrian military source said on Tuesday.
Rupert Colville, spokesman for the UN human rights office, said he feared retribution against thousands of civilians believed to be holed up in a "hellish corner" of less than a square kilometer of opposition-held areas. Its capture was imminent, he said.
"In all, as of yesterday (Monday) evening we have received reports of pro-government forces killing least 82 civilians, including 11 women and 13 children, in 4 different neighborhoods - Bustan al-Qasr, al-Fardous, Al-Kalasah and al-Saliheen," Colville told a news briefing, naming the Iraqi armed group Harakat al-Nujaba as reportedly involved in the killings.
"The reports we had are of people being shot in the street trying to flee and shot in their homes" Colville said. "There could be many more".
"The only way to alleviate the deep foreboding and suspicion that massive crimes may be under way both within Aleppo, and in relation to some of those who fled or were captured, whether fighters or civilians, is for there to be monitoring by external bodies, such as the UN," Colville said.
France on Tuesday called on the United Nations to use all its mechanisms to determine what was happening in Aleppo, warning Russia that it risked being complicit in acts of "vengeance and terror" taking place in the Syrian city.
Jens Laerke, UN humanitarian spokesman said that it looked like "a complete meltdown of humanity in Aleppo".
Trump picks Exxon chief Tillerson as secretary of state

WASHINGTON: President-elect Donald Trump announced Exxon-Mobil Corp's Rex Tillerson as his choice for secretary of state on Tuesday, praising the business leader as a successful international dealmaker who has led a global operation.
Tillerson's experience in diplomacy stems from making deals with foreign countries for the world's largest energy company, although questions have been raised about the oil executive's relations with Russia.
"He will be a forceful and clear-eyed advocate for America’s vital national interests, and help reverse years of misguided foreign policies and actions that have weakened America’s security and standing in the world," Trump said in a statement.
Tillerson said he shared Trump's "vision for restoring the credibility of the United States’ foreign relations and advancing our country’s national security."
Trump picked Tillerson, 64, after the Texan was backed by several Republican establishment figures including former Secretary of State James Baker, former Secretary of State Condoleeza Rice and former Defense Secretary Robert Gates, the transition official said.
Their support is seen as key to helping Tillerson get past a possibly contentious Senate confirmation battle likely to focus on his relationship with Russian President Vladimir Putin.
In 2013, Putin bestowed a Russian state honor, the Order of Friendship, on Tillerson, citing his work "strengthening cooperation in the energy sector".
Trump judged in making the pick that Tillerson could adequately address questions about his relations with Russia, an official said.
Lawmakers from both major parties have raised questions about Tillerson and former U.N. Ambassador John Bolton, who has been mentioned as a possible No. 2 State Department official and who has voiced hawkish views on Iraq and Iran.
Separately, a source close to the transition said Trump had chosen former Texas Governor Rick Perry as his nominee for energy secretary, with an announcement expected soon. Perry met Trump on Monday at Trump Tower in New York.
Republicans and Democrats said Tillerson, who is president of Exxon Mobil Corp , would be asked about his contacts with Russia, having met Putin several times. He won fresh praise from Moscow on Monday.
Senator John McCain, a leading foreign policy voice and the 2008 Republican candidate for president, told Reuters in an interview: "I have concerns. It's very well known that he has a very close relationship with Vladimir Putin."
There has been controversy over the role alleged Russian cyber hacking may have had on the outcome of the Nov. 8 presidential election, in which Trump defeated Democrat Hillary Clinton.
BUSINESS INTERESTS
While busily filling out his Cabinet, Trump is seeking to answer questions about how he will separate himself from his far-flung business empire before taking over the presidency on Jan. 20.
He had planned a news conference on Thursday to lay out the details but delayed it until Tuesday due to what aides said was the crush of picking people to serve in his administration.
In a series of late-night tweets on Monday, Trump said he would be leaving his business before Jan. 20 so he can focus full-time on the presidency and that he would leave his two sons, Donald Trump Jr and Eric Trump, to manage it.
He did not mention his daughter, Ivanka, who has been a central player in Trump's business affairs and who is said to be considering a move to Washington to help her father.
"No new deals will be done during my term(s) in office," Trump said.
He said he would hold a press conference "in the near future to discuss the business, Cabinet picks and all other topics of interest. Busy times!"
Trump chose Tillerson over 2012 Republican presidential nominee Mitt Romney, who had famously criticized Trump during the party's fight for a nominee this year. Trump called Romney to tell him he had decided to choose someone else for the job.
"It was an honor to have been considered for secretary of state of our great country," Romney said in a Facebook posting on Monday night.
"My discussions with President-elect Trump have been both enjoyable and enlightening. I have very high hopes that the new administration will lead the nation to greater strength, prosperity and peace."
Iran eyes nuclear-powered ships after US sanctions move

TEHRAN: Iran's President Hassan Rouhani on Tuesday ordered the country's scientists to start work on nuclear-powered ships in response to the expected renewal of sanctions by the United States.
In letters read out on state television, Rouhani criticised the US move as a breach of last year's nuclear accord and told Iran's Atomic Energy Organisation to start work on "planning the design and production of nuclear fuel and reactors for maritime transport."
The president said he had also ordered the foreign ministry to prepare a legal complaint to the international committee that oversees the nuclear accord.
Under the deal signed in July 2015, world powers agreed to lift international sanctions in exchange for curbs to Iran's nuclear programme.
But US lawmakers recently voted to renew 10-year-old sanctions legislation against Iran related not just to nuclear issues, but also ballistic missile-testing and human rights.
President Barack Obama is expected to sign the measure into law in the coming days, saying it makes no difference to last year's agreement because the White House will continue to suspend all the sanctions linked to Iran's nuclear programme.
Iranian lawmakers had raised the prospect of building nuclear-powered ships and submarines back in 2012 at the height of tensions with the international community over the nuclear programme.
International analysts said the announcement was likely just a bluff, since it would be an extremely costly effort for little strategic gain.
Then nuclear chief Fereydoon Abbasi Davani said that Iran had the capacity to design nuclear reactors for ships but no plans to do so.
He also said that nuclear-powered ships did not require the sort of highly enriched uranium which could also be used for weapons.
Agreement wording ambiguous
Iran has always insisted that its nuclear programme was entirely peaceful, but hoped an end to sanctions would help revive its battered economy.
Although it has seen a significant boost in oil sales since the deal came into force in January, its hopes of attracting large-scale foreign investment have been thwarted by continuing US sanctions in other areas.
The biggest problem lies with world banks, which are needed to finance the bigger trade deals but remain wary of returning to Iran, fearing they could be fined by Washington.
The Iran Sanctions Act passed the US Senate 99-0 earlier this month after easily clearing the House of Representatives in November.
The language in the nuclear agreement makes it unclear whether renewing the sanctions -- and keeping the nuclear ones suspended -- amounts to a violation.
At a press conference last week, conservative parliament speaker Ali Larijani said parts of the deal were "rushed".
"Some of the sections of the JCPOA should have been written with more precision to stop differing interpretations," Larijani said.
Rouhani, who is expected to run for a second term in May, has faced a barrage of criticism from conservatives who say his team made too many concessions for minimal economic gain.
In a speech last week, he emphasised that his team had not acted alone and that supreme leader Ayatollah Ali Khamenei was closely involved at every stage of the negotiations.
"We took no step on the JCPOA issue without consulting the honourable leader," Rouhani said.

"If he tries to sabotage the One China policy or harm China's core interests, ultimately he will lift a rock only to crush his own toes," Chinese foreign minister Wang Yi said Monday in Switzerland according to comments posted on the ministry's web site.
China is closely monitoring developments, he said, issuing a warning against "any person or force in the world" looking to play tough with Beijing on Taiwan.
The comments come after Trump said he could jettison Washington's decades-old "One China policy" -- a diplomatic dodge allowing the US to simultaneously do business with Beijing and Taipei.
On Tuesday Chinese media sent another fusillade toward the "presumptuous and ill-guided" president-elect, slamming his approach to Taiwan as a recipe for disaster.
"Beijing should be prepared for the worst-case scenarios, particularly regarding Taiwan, as a presumptuous and ill-guided Trump looks set to usher in an era of turmoil," the state-run China Daily said in an editorial accompanied by a cartoon of the billionaire politician sitting on a powder keg.
"Trump's bloated and bloating ego may prevent him from seeing that is the likely outcome that lies ahead if he persists with this gamble."
China regards self-ruling Taiwan as part of its own territory awaiting reunification under Beijing's rule.
The nationalistic Global Times newspaper warned Trump in its editorial Tuesday that "pride goes before a fall", and said he had lost the "strategic initiative" by revealing his strategy of "blackmailing" China.
"Especially in the Taiwan Strait, China is now confident enough to arm-wrestle with Trump," it said.
Trump shocked the diplomatic establishment and angered Beijing by speaking directly with Taiwan's leader Tsai Ing-wen after his election victory.
After fierce criticism of the move, he upped the ante, taking to Twitter to ask why he should not be allowed to speak to Tsai, then attacking Chinese foreign and economic policy.

After fierce criticism of the move, he upped the ante, taking to Twitter to ask why he should not be allowed to speak to Tsai, then attacking Chinese foreign and economic policy.
On Sunday, he went a step further, saying he did not see why Washington must "be bound by a One China policy unless we make a deal with China having to do with other things, including trade."
The remarks were a step too far for Beijing, which had initially seemed resigned to taking a wait-and-see approach to the president-elect.
Trump's comments also earned a rare rebuke from the White House, with spokesman Josh Earnest warning the president-elect that Taiwan is not a "bargaining chip".
Dying child's last wish granted

A five-year-old terminally ill child, who’s biggest concern was Christmas more than death, had his wish granted at last -- dying in the arms of Santa Claus and catching Christmas before time.
Eric Schmitt-Matzen, who portrays Saint Nick in Knoxville, Tennesee, gave an emotional interview and narrated his encounter with the ill child.
Schmitt-Matzen said that he received a call from hospital where a nurse asked him to see a severely unwell child that wanted to see Santa Claus.
The nurse said that the child was concerned that he might not make it till Christmas.
"When I got there, it was my job to make sure he got Christmas," Schmitt-Matzen said, speaking to NBC affiliate WBIR.
He narrated his meeting with the child which can reduce even the toughest people to tears.
Schmitt-Matzen, while impersonating Santa Claus, entered into the boy's room and saw him in a very weak state.
Schmitt-Matzen told the child that he’s not going to miss Christmas and elves already had his present (the child’s favourite toy was handed over to him by mother of the boy).
The boy was exceedingly happy upon seeing the gift although he was so weak he could hardly unwrap it, said Schmitt-Matzen.
He asked the boy about his concern of missing Christmas to which the boy replied ‘I have heard I am going to die’.
"When you get up those pearly gates, you just tell them you're Santa's number one elf,” said Matzen to the child.
“I am?” said the boy with a grin on his face.
The most touching part of the story came when Schmitt-Matzen hugged the boy who looked up at him and asked if he could help him.
“It was then he passed away,” said Schmitt-Matzen.
He said that he held the boy for a while but left the room sobbing uncontrollably.
India arrests 20 over failure to stand for anthem

NEW DELHI: Around 20 people have been arrested in India, accused of failing to stand for the national anthem in cinemas, police said Tuesday, two weeks after the country´s top court made it compulsory.
The Supreme Court ruled on November 30 that cinemas should play the national anthem before every screening, and that the audience should stand, drawing angry accusations of an assault on civil liberties.
"All the cinema halls in India shall play the national anthem before the feature film starts and all present in the hall are obliged to stand up to show respect to the national anthem," the judges said.
Twelve people were arrested on Monday at an international film festival in the southern state of Kerala for failing to observe the order, police said.
They said the film-goers, who have not been identified, had refused to stand after being asked to do so by organisers and police.
"They were formally arrested and later released on bail," said Sparjan Kumar, police chief of Kerala state capital Thiruvananthapuram.
Kumar said six of the 12 had been assaulted after refusing to stand, but that no charges would be brought against the attackers.
"We are yet to receive a complaint over the assault. There is no investigation in (that) incident," he told AFP by phone.
Another eight people were arrested on Sunday at a cinema in the southern city of Chennai after being assaulted by a group of 20 men during the interval for allegedly refusing to stand.
They were reportedly charged under the Prevention of Insults to National Honour Act and face up to three years in jail if found guilty.
The Supreme Court did not specify a penalty for failure to stand.
Kumar said the 12 cinemagoers arrested in his state had been charged with various related offences, including contempt of court.
Before the latest order, the playing of the national anthem was only compulsory in the western state of Maharashtra -- home to the Bollywood film industry -- and standing was optional.
There were however a number of reports of cinemagoers being attacked for failing to stand, even before the court gave its ruling.
In October, a wheelchair-user was assaulted in a Mumbai cinema by fellow members of the audience who apparently failed to realise he was disabled.
Italy jails captain for migrant disaster that killed 900

ROME: An Italian court ruled Tuesday that the captain of a migrant boat that sank in 2015, killing up to 900 people, was responsible for the disaster, the Mediterranean's worst since World War II.
Judges in Catania ordered Mohammed Ali Malek, a Tunisian national, to serve 18 years in jail for multiple manslaughter, human trafficking and causing the tragedy after the packed boat capsized after colliding with a freighter coming to its aid.
Syrian Mahmoud Bikhit, accused of being his first mate, was handed a five-year sentence for his role in the tragedy off the Libyan coast that saw Italian forensic scientists spend months sorting through decomposed body parts to count the victims.
The men were ordered to pay nine million euros ($9.5 million) each in compensation.
Both had claimed they were simple migrants and had been made to steer the boat by the real traffickers.
But survivors told investigators that Malek, who had lived in Italy in the past, was the captain. And that it was his lack of sailing skills that caused the deadly collision.
"I spent two years and six months in Italy and I have a young son with an Italian woman: I want to marry her and recognise the baby," Malek told the court in a plea before the verdict.
"It's the truth. I've always told the truth. Just as I immediately gave (police) my real name, and told them I was a passenger," he said.
The boat was carrying people largely from The Gambia, Senegal and Mali, as well as Bangladesh, the Ivory Coast and Ethiopia. Only 28 survived.
'Scapegoat'
Up to 900 people were packed into the 27-metre (90-foot) boat when it left Libya, according to forensic scientists who spent months examining body bags, finding that many contained the remains of more than one person.
Firefighters who recovered the mangled bodies from the rotting ship said they had been "packed in like on the trains for Auschwitz".
The Sicilian court heard from a survivor who lost relatives on the night of the April 18-19 wreck.
The vessel sank in pitch darkness after running into the Portuguese freighter King Jacob which had raced to its rescue, the collision sending its passengers over to one side and causing the vessel to tip over.
The freighter's captain, Abdullah Ambrousi, said he saw the migrant boat sailing erratically and cut the freighter's engines to avoid a crash, but the smaller vessel speed up and rammed into the King Jacob.
Malek has claimed the real captain died in the wreck and he is being scapegoated by the other survivors because he is Tunisian.
Italy's navy had the grisly task of raising the corpse-packed trawler from the seabed this year after the government promised to give the victims decent burials as a symbol of respect for all the migrants who have died trying to reach Europe's shores. The salvage cost 10 million euros.
Desperate fight to escape
Italian firefighters' spokesman Luca Cari said the decomposing migrant bodies were found everywhere, from the well of the anchor chain to the tiny underfloor compartment where the bilge pump sits, to the engine room.
It was clear from their positions that many had fought tooth and nail to get out when the boat rolled -- a struggle which proved futile.
Fingerprints, DNA samples and distinguishing body marks were collected on file from the corpses in the hope the data may helping relatives seeking lost loved ones.
Over 12,000 people are known to have lost their lives in the Mediterranean since the current migrant crisis erupted in 2013. Aid agencies say it is likely many more disappeared without trace after being abandoned on the high seas by traffickers.
The departures have not stopped despite the turn in the weather as winter sets in. A record number of 175,000 people have arrived on Italy's shores this year, with another 678 brought to Catania on Monday, including a newborn baby.
Man arrested after innocent woman booted in Berlin

BERLIN: German police have arrested a man after footage of a horrifying attack which showed an attacker kick a woman down a flight of stairs in a Berlin subway shocked the world, British media reported.
Officers have arrested one of the men they believe was in the company of the group when the incident took place and have been interrogating him.
Around ten people are thought to have contacted the police after watching the savage clip attempting to identify the men in the footage.
It is believed that police in Germany have not managed to arrest the man who actually booted the woman down the stairs but instead have captured one of his companions.
The video caused outrage and was reported widely as the woman was seen being followed by a group of men before she was booted in the back down a flight of stairs.
